American Civil Liberties Union of West Virginia

The American Civil Liberties Union of West Virginia (ACLU-WV) seeks an Administrative Director to run the Administrative and Finance operations of the organization. The ACLU of West Virginia is a non-partisan, non-profit public interest organization dedicated to protecting and expanding civil liberties for all people in West Virginia. A major focus of our work is to extend the promise of the Bill of Rights to those groups who have traditionally been denied its protections. We accomplish our goals through litigation, advocacy, public education, and grassroots organizing. Given the policies currently being pursued on the state and local levels, we believe that our mission is as relevant and important today as it has ever been.

POSITION OVERVIEW:

The Administrative Director will be responsible for managing and supervising the finance and administrative operations of the ACLU-WV. This includes developing and managing complex financial operations, assisting in bookkeeping and grand reporting, and ensuring organizational compliance. The Administrative Director will supervise finance and administrative staff in a unionized workplace, and will report to the Executive Director. The position requires a willingness to occasionally work beyond the normal workday, including evening and weekend meetings and events. Our office is based in Charleston, but we are open to hybrid work schedules.


RESPONSIBILITIES:

  • Manage Financial Operations
  • Supervise day-to-day accounting operations and controls, including payroll, bookkeeping, accounts receivable, accounts payable, grants management.
  • Monitor financial performance. Present timely and accurate financial reports and analysis for the board of directors and keep Executive Director apprised and well-informed about budget and financial matters.
  • Assist in formulating the affiliate's future financial direction and supporting tactical initiatives.
  • Manage and monitor investment portfolio based on investment policy.
  • Develop, implement, and periodically review internal controls and fiscal policies and procedures.
  • Coordinate with department leaders and the ACLU National Office on affiliate financial matters.
  • Serve as primary partner to the Executive Director, Board of Directors, and Finance Committee for all financial matters and regular financial reporting.
  • Oversee key consultant contracts, ensuring competitive RFP’s and cost-monitoring
  • Ensure Organizational Compliance
  • Manual audit and IRS 990s, including preparation or oversight of all supporting information and presentation to the Board of Directors.
  • Ensure compliance with federal, state, and local laws and regulations, and organizational policies.
  • Ensure compliance with internal practices and required reporting of 501(c)(3) and 501(c)(4) organizations, including filings related to tax-exempt status, charitable solicitation, lobbyist registration, and election/campaign finance activities.
  • Oversee maintenance of financial records, ensuring compliance with confidentiality, nonprofit accounting standards, and auditor recommendations.
  • Work with external accountants, auditors, banks, investment managers, and other financial institutions to ensure sound management of financial operations.
  • Ensure compliance with operational policies and procedures.
  • Oversee and continuously work to improve the infrastructure and systems of the organization, including but not limited to IT, physical workspaces, security, accounting, reporting, personnel, etc.
  • Work in concert with National ACLU IT staff to modernize affiliate systems, tools, and processes.
  • Make recommendations for update organizational policies and procedures, and trainings as needed.
  • Collaborate with, and utilize the resources, of the national ACLU’s Affiliate Support and Nationwide Initiatives helping to ensure the implementation of best practices.
  • Assist in HR Tasks
  • Ensure that operational and administrative systems support the equitable and inclusive treatment of staff, board, volunteers, clients, and members.
  • Oversee implementation of the affiliate’s personnel policies; provide recommendations to the Executive Director and leadership team as to areas of improvement.
  • Be a thought-leader and partner with the Executive Director and other staff on dynamics related to staffing, culture, organizational development, and other issues.

QUALIFICATIONS:

  • Familiarity with general accounting practices;
  • Proficiency with Quickbooks;
  • Understanding of non-profit finances and reporting requirements;
  • Knowledge of non-profit operations;
  • Willingness to manage people;
  • Comfort with employment benefits administration;
  • A deep and demonstrated commitment to civil liberties and civil rights, and strong support for the goals of the ACLU;
  • Excellent organizational skills;
  • Flexibility for travel;
  • Personal enthusiasm, optimism, and a sense of humor;
  • Strong interpersonal skills, including the ability to work collaboratively with staff members, and within diverse community organizations and coalitions.

SALARY & BENEFITS:
ACLU-WV has a unionized workforce; this is a non-bargaining unit, management position. Salary is commensurate with experience and within the parameters of the ACLU-WV compensation scale ($75,000-$95,000).
