This bill would have created an intermediate court of appeals in West Virginia. The court would have had jurisdiction over most civil matters, workers compensation, and family court matters. The court explicitly would have had no jurisdiction over criminal matters. Typically, we would support the oversight, transparancy, and process created by an additional level in the courts. However, if there is any area where this should be applied, it is the criminal realm, where people's freedom is at stake. Exlcuding criminal matters meant the ACLU-WV opposed this bill.
