The ACLU-WV’s Policy Director, Eli Baumwell, gave personal testimony against HB 4001 – a bill that would institute work requirements for public benefits like the Supplemental Nutrition Assistance Program (SNAP). This bill would require recipients to work or participate in a work or volunteer program for at least twenty hours per week. Having formerly represented claimants in Social Security Disability cases, Eli outlines the problems such requirements can create for those in need of these benefits.
